v0.2.0 Package additions

Added NEWS file and GitHub action for the README.Rmd to knit to README.md.

Updated the README.md with information on Functions, started with the simple year_date() function.

Package dependency update

Removal of a dependency package that wasn't used and added one referred to in a vignette. This only shows as a warning but updated as good practice.
