Bug report

Describe the bug

Here is a clear and concise description of what the problem is:

Some hardware setups don’t list any CEC device under ”Settings -> System -> Input -> Peripherals ->".
But the related parameters have default values which can not be modified.
Related to issue 25109.

Expected Behavior

Here is a clear and concise description of what was expected to happen:

There should be possible to modify those values, like pausing Kodi when HDMI disconnects which is not what I want. Not sure about the name of the available options as I can’t see them.

Actual Behavior

Kodi is reacting to HDMI events but there is no way to configure it.

Possible Fix

Provide some configuration directives when there is no GUI, like in "advancedsettings.xml"
Not sure if this already exists or not, there is not enough informations here : https://kodi.wiki/view/CEC

To Reproduce

Steps to reproduce the behavior:

  1. Default behavior with an Nvidia Shield
