Add a bandwidth monitor

Description

There are times when the generated gcode requires more bandwidth than allowed through the USB serial interface. This is a common problem with laser engravers or as in this case where the arc expander is creating too many small lines for the machine to handle (#1579 (comment)).

Add a bandwidth monitor that can be used to inform the user of such problems.
