PR request: Add skipSeleniumInstall Boolean to v4 version of the wdio-selenium-standalone-service

I am trying to download the browser drivers using the internal network and wanted to disable the option to download the drivers everytime. I have been told in GITTER channel that this feature is available in v5 and would need a PR to have the same in V4, hence raising the same as advised.
