Completion for haxelibs with no hxml

Currently, if you open a haxelib with no hxml in its root directory, there is no completion. As soon as you add an empty extraParams.hxml file, there is basic completion, but all imports from library dependencies do not work.

This isn't a big issue since most haxelibs are likely to have hxmls for tests and samples, but it would be a nice enhancement if basic completion could work automatically for all haxelibs. There would be enough information in the haxelib.json to determine dependencies etc.
