[LSP] registerCapability while dynamicRegistration is set to false #558

Getting that warning in neovim:

The language server haxe_language_server triggers a registerCapability handler despite dynamicRegistration set to false. Report upstream, this warning is harmless

Will investigate later

While no harm, this messes up lsp.log a lot.
