When using nixos-rebuild I don't have to define any configuration if there is a flake file inside /etc/nixos/flake.nix. Then I can just run nixos-rebuild switch. What I am asking for is this default behavior if not FLAKE is set, to match with the default nixos-rebuild command.

I guess one option could be to default to /etc/nixos if FLAKE is not defined.
