It is not possible to set the correct time zone.
The solution would be to add tzdata to Dockerfile.
RUN apk add tzdata

Then the time zone could be set
environment:
- TZ = Europe/Stockholm
volumes:
- /etc/localtime:/etc/localtime: ro
- /etc/timezone:/etc/timezone: ro
