Localization service improvements #513

During UnitTests the localization service currently returns null instead of an empty ViewModel.
We should refactor for:

Return an empty ViewModel possibly with the localization strings as the default fallback
Change the XML docs so an example of the default strings is visible in tooling (VisualStudio, VSCode, Typescript, etc.)
