Release v0.4.0

With this issue we scope out from #91 the features and issues we want to address in the next zerokit release v0.4.0.

Reported items may change according to any eventual blocker found or re-prioritization of items.

• Publish zerokit changes to crates.io as patches to v0.3.0
• Announce that rln-v1 will be deprecated in favour of rln-v2

• Implement rln-v2
  • Update inputs to proof generation and verification
    • feat(rln-v2): update serde for rln-v2 #202
  • Update serde for the ffi api
    • feat(rln-v2): update serde for rln-v2 #202
  • Insertions and Deletion operations that refer to idCommitment to be substituted with rateCommitment - we will expect the users to compute the rateCommitment on their own
  • Add a range check before the proof generation to ensure the provided messageId is within the userMessageLimit message_id range check #210
  • When the trusted setup is done, use that instead of the older provers and verifiers
  • Users can now choose a tree height from 16-32, but consider only 20, and 32 to make the static lib lighter
  • Update the tests
