Product Owner expertise

For Play 6, the product owner (PO) from the government should have deep expertise in the business domain where the software is being built to operate. Often the government places administrative staff in such positions. To describe the PO absent significant business expertise does not allow the PO to effectively guide the development team, rapidly answer questions during sprints, be respected in the field by other business personnel as well as interact effectively with other domain experts when crafting features and capabilities, as well assessing their effectiveness in business use.
