If it helps with anything, it's not a problem with redis, but nextjs.
getServerSideProps() is called multiple times.
Verify this:

export async function getServerSideProps() {
const data = await redis.incr('counter');

console.log(`getServerSideProps.data: ${data}, ${new Date().toISOString()}`);
return { props: { hits: data, }, };
}

So the result isn't reliable 😞
