As a first workaround try (if possible) following:

  1. Install ulnoiot as described on a SD-Card.
  2. Insert it in an older Raspberry Pi -- in my case a Raspberry Pi 2 B
  3. Perform following updates:
    a. sudo apt update
    b. sudo apt upgrade
    c. sudo rpi-update
  4. Finally run ulnoiot upgrade
  5. Insert card to new Raspberry Pi 3 B+
  6. ulnoiot should boot as expected
