  1. Enable the TOC+ plugin on the network for use as an "on this page" menu with a shortcode
  2. Add CSS styles from sample page to the theme to style the TOC when it is used on a page.
  3. Provide documentation to help users understand how to configure the plugin when they turn it on.
  4. Add the default recommended configuration to the template site so all new sites are configured properly at creation.
