Clickling links with mouse downloads them instead of navigating

Steps to Reproduce

I still can't identify how to replicate this but this happens quite often and seems to only really happen when using a mouse.

Expected Results

Links are navigated when clicked

Actual Results

Links are downlaoded/saved.

Weirdly, this can be fixed by invoking the bug in ubports/unity8#351. So perhaps this is a focus issue? I also don't seem to encounter this when running morph with clickable desktop.
