windows下查询数据部分乱码， 发现保存数据库的数据也是乱码的

应该是你数据库的编码设置的不对，需要设置成UTF8

数据库已经设置为UTF8, 但貌似没有效果，会不会是那个模板tmplate导致的, 在那里要处理下字符集

不是模板，出现乱码的文字都是从后台过来的

比如说上面那个登陆，第一次初始化数据库后，直接登陆，这时候数据库里面没有数据，但是页面返回乱码，但是浏览器栏显示中文是正确的, 说明还是编码不正确...

你是用的war包部署的，还是直接用代码跑的
