Warning mechanism #423

We should have some sort of logging/warning mechanism.
Among other things, this would allows us to:

report relevant info (a utxo was removed from balancing pool, a url was fetched, ...)
allows transactions to fail without cancelling the whole run
improve and update our testing framework
