Add a README section under aws-tests folder to outline the steps for running the tests.

Describe the solution you'd like
README should broadly outline the following steps:

  • Prerequisites like Terraform and Steampipe
  • Usage of tint.js command
  • Best practices for creating the test suite

A clear and concise description of any alternative solutions or features you've considered.
