Cannot create a new streaming service scrobbler

I'm trying to follow the instructions to create a scrobbler for Paramount+ and am getting errors at the first step:
npx trakt-tools dev create-service

npm error 404 Not Found - GET https://registry.npmjs.org/trakt-tools - Not found

npm error 404 Note that you can also install from a
npm error 404 tarball, folder, http url, or git url.

Any help? Is there a particular environment (specific Linux distro, NodeJS versions, etc.) that works best for creating new scrobblers? I'm not opposed to creating a VM to facilitate such.
