[18 India] Variable cities are displayed with the wrong value

The variable cities show the minimum value that the city will generate, not the value shown on the physical map. The income calculated is correct but the presentation is wrong. I find this confusing when planning routes, because I applied the rules as written to the information presented visually.

I don't care what happens behind the scenes but the map presented to the user should show the correct values as on the physical game board.
