testutils/sample: add more randomness in the sample genesis state generation

campaign: we removed sample mainnet genesis and vesting accounts added in the genesis to fix invariant issue: #684

For better test entropy we should add the accounts back and increment AllocatedShares of the associated campaign from the shares of the account to comply with the invariant. We could add in the sample genesis a random number of accounts i. a range with a random number of shares

This is the idea for campaign. The main idea of the issue is to look at every module sample genesis state and add more randomness (some of requests for launch... ) to add entropy into tests
