Describe the use case
Currently I'm personally unable to unable to click on the "scale-icon-action-menu" button to open the seconday navbar on mobile devices without using my second hand as it's way up in the top right of the large phone screen. It would be nice to have a toggle so that the whole navigation bar is on the bottom of the screen in case the website designer wants it that way.

Describe the feature request
Current modern Browsers have their navigation bar on the bottom to create a better usability on long smartphone screens. This change can be seen e.g. here:

Chrome also offers this as experimental flag already, so it shouldn't be long till this is standard there too.
