[FIX?] Can't change the report months

Describe the bug
Once the time is added, it's impossible to select another month to use the real day of ministry (e.g forgot to add time last day of previous month). The arrows simply won't work.

To Reproduce
Add ad daily record or add time from the ministry timer.

Expected behavior
Expected EITHER to switch months (and let the app add the time to the corresponding dates) OR remove the arrows to avoid tricking user into that it's possible to change months.

Additional context
I guess the issue is that the previous month reports must already be submitted, making it not much sense to add time one month before or after, but from my experience so far the first days of new months might be the ones where publishers still editing the past month time, adding forgotten time, etc.
Maybe alternatively, we can allow to change months and add the time there only if the report hasn't been yet submitted? But we also need to indicate that in UI before or after the action attempt.
