Current Behavior

We don't watch for updates:

• Ktlint (Automatically handle ktlint updates #5049)
• clj-kondo (Install clj-kondo from its container image #5064)
• Dart (Update Dart, dart analyzer to 3.2.4 #5065)
• glibc
• Lua
• PhpStan
• PhpCS
• Psalm
• Powershell (Install dotnet and powershell from images #5245)
• Powershell Script Analyzer
• TFLint plugins (declared in .tflint.hcl)

We install the latest version of:

• OS packages
• ARM TTK
• clang-format
• chktex
• Hadolint (Simplify container image build #4962)
• .NET (Install dotnet and powershell from images #5245)
• lintr
• Phive
• Perl critic
• rustfmt (Reduce container image size #5072)
• virtualenv (when building Python virtual environments)

We install deprecated linters:

• Switch to tflint image because tflint-bundle is deprecated #4990

We rely on (probably) unmaintained packages:

• ghcr.io/awkbar-devops/clang-format (Install clang-format from OS package repo #5071)
• https://github.com/assignUser/chktex-alpine (Install chktex directly #5074)
• eslint-config-airbnb-typescript (Uninstall eslint-config-airbnb-typescript #5077)

Expected Behavior

Bring those under control, and enable automated PR updates.
