Restarting networking.service doesn't work

handlers/main.yml contains:

- name: Restart networking.service
  service:
    name: networking
    state: restarted
  listen: reload_network
  when: not network_management_reboot_for_config and not network_management_plain_run

Is there any distribution where this works? (And as a side question: Why doesn't it have daemon_reload: true?)
