Check latest protocol cost types against budget.rs

When the cost types are recalibrated in env, we updated this loop in budget.rs. Those values also need to be reflected in stellar-core on protocol upgrades, but it's easy to forget to make that change. We should expose those values from env, and write a test case in stellar-core that validates it's own cost types against env.
