Learn more about caching in Github Actions and improve CI execution time. Useful references:

Some thinkings:

  1. As devs from different countries may use different npm mirrors to speed up their local npm installation, I would prefer to leave package-lock.json untracked. But without the lock file, caching in actions/setup-node can't work.
