Why does this have so many files?

I'm seeing I can just use phpcs and phpbf along with a pre-commit, so what are all of the additional files for?

Not sure I understand your question, but phpcs and phpcbf are only the "runners". They still need to know what to "sniff" your code for. The rules to sniff code for are all the other files.
