Done so that the qt app can send/receive configuration, but also such that any web user (ostensibly over websockets) can do the same.

Victory Conditions

Qt App can load/save settings for paper scale/offset configuration

Putting on the backlog, not sure I actually want specifically these properties, even in the ros viewer.
