"은평구립도서관"과 같은 경우 (관리자가 중간에 바뀌어서 인수인계가 잘못되어있는 경우) 방지를 위해
이름 중복을 계산해야 함
Jaccard Similarity 등의 방법을 써서 혹시 비슷한 이름의 도서관이 있지는 않는지 확인하는 프로세스를 삽입해야 함
