Problem

As reported in rust-lang/cc-rs#1099 (comment) and fixed in rust-lang/cc-rs#1150, solana-program should not use features = ["parallel", "jobserver"] for the cc build dependency.

Proposed Solution

Change it to only use features = ["parallel"]
