Add option to save all policy files from LightSPD ruleset #4

the LightSPD ruleset has multiple policy files. When policies_path is set in pp.conf, then save all these files to that location.
This will allow the user to re-start snort3 and pass it different policy files to enable/disable multiple rules.
We'll have to look at how/if to add other local.rules files into these policy files.
