Is this project still being developed or not? The last update was a long time ago.

Is anyone working on new releases of the program?

It seems abandoned, no PR merged since 2022. I did some updates in my fork which adds buffer size controls:
https://github.com/notsure2/shadowsocks-windows/

A lot of work is needed for this project, like clean up legacy Begin/End style. Add new SIPs, AEAD 2022...etc.
