I like how simple this currently is and without understanding how people use the application my input may not be valid so take this with a grain of salt.
The main issue I have with dragging to set the time is that on smaller screens you can only jog the dial by about 4 seconds before hitting the edge of your monitor. Making it a text input would fix that.

You should also be able to click to set the time manually.
