Scribus 1.6 formula

Once Scribus v1.6 comes out, update formula and submit scribus.rb to official homebrew repo
The formula should contain a

--HEAD section
--without section
patch section
test block
compile specific revisions (enable to compile with specific revisions #11 & Create a 1.5 unstable r20009 formula #14)
Specify GUI language flag (https://github.com/scribusproject/homebrew-scribus Specify GUI language in Cmake via CLI #5)
Output appropriate messaging that are more informative (Add Messaging output to scribus formula #4)
