The readme for pyforce indicates it supports Salesforce API versions 16.0-20.0 and Salesforce has stated that API versions 7.0 through 20.0 will be retired and made unavailable during the Summer '22 release (6/3/22). Is there a plan to update pyforce to support a more current version of the API?

That documentation is just out of date. It should work with newer versions of the API as well. I have regularly used it against version 40+.
