One thing that I noticed was that it was only explained why Cargo is good but not necessarily why we need it. I think for new developers it might be a good idea to add some additional context to why Cargo will make their lives easier. In the pull request I have provided, I give an example where this information be included in the Rust Book.

I think this is covered—albeit more briefly—in the first paragraph of this section. We’re trying to avoid adding more text where possible, because the book is already huge.
We do not try to explain everything, because we can’t; and there are lots of places people can find out why a package manager is valuable—the book tries to focus on Rust-specific things! Thanks, though.
