As far as I can tell we'll be having 3 types of content:

RL team created
user contributed resources
comments
(if resources and comments are enabled obviously)

So I suggest following roles & permissions:

administrator (full rights)
editor (can edit all content & comments by everyone, but no system configuration permissions)
moderator (can edit comments by everyone)
authenticated (can edit all own content, and own comments)

First three roles on an invite-only basis, last one simply by registering (with auto approval)
