add french language

I would like to add a new language, French, to ensure that RepertPortal supports this language. By incorporating French, we can cater to a wider audience and provide a more inclusive experience for French-speaking users. You can create your own PRs to the default develop branch.
Some time ago we received a PR from the community for the Chinese language.
