If you use it not for commercial ， that is FREE！ and if you use it without any technical support and cloud service... you can try it (usually for 3 months) ... Only when you need a technical support , you should pay for it. It is priced for IOS support or Andriod, both at the same price (for annually). If you want both, you should pay for both :-)
