Ruby 3.2.1 build failed (Ubuntu 20.04)

Error happens only with 3.2.1

rbenv install 3.2.1

This is same as #1851. But I don't have any idea to resolve this yet. It may cause by global ruby configuration.

I've managed to install 3.2.1 after switching rbenv global to 3.1.2. It was not install when I had rbenv global 3.2.0

10:53 ~/ruby $ rbenv global 3.2.0
10:53 ~/ruby $ rbenv install 3.2.1

11:05 ~/ruby $ rbenv install 3.2.1

I had the same problem updating from 3.3.0 to 3.3.2.

./tool/file2lastrev.rb:6:in `require': cannot load such file -- optparse (LoadError)

i then proceeded to install 3.1.2. That worked. Then i set 3.1.2 to global and installed 3.3.2

I did pull from the rbenv master before and also i pulled the ruby-build master branch. I still had that optparse error.

So it seems like with 3.1.2 we can install other ruby versions but not with 3.3.0. This is just for people looking for a solution to this error. My system is fedora40 and i use rbenv exclusively.
