Seems to off 118 on Windows 7 machine but only offers 113 on Windows 10 machine. Is this a bug or have I forgotten to do/click something on the Windows 10 machine?

Chrome v118 on Win10 ENT.
Perhaps you forgot to update the extension.

It was somehow weirdly connected to the version on the OPERA addon website which is "stuck" at version 0.3.2.

ONCE I installed onto my OPERA (latest Opera version) installation your Chrome Store addon version, all browsers (firefox; vivaldi, etc.) now go above Chrome 113). Weird bug. Perhaps url-related / changed from where this addon used to get its browser data remotely (old stuck Opera addon version) and perhaps that remote location gets stored in some local-computer cache which the addon then uses/accesses that cached url "local-system" wide.

Dunno, ¯_(ツ)_/¯...only kinda thing that comes to mind to explain same effect across all browsers on single machine.

But anyway, once the Chrome store version was installed INTO the OPERA installation (latest Opera version), all browsers offer Chrome 118 (even if the OPERA addon website version remains installed too.)

Perhaps you forgot to update the extension.

Don't think so, see below
