Trivial test with 1 request and 1 worker times out, but curl works fine

I'm using hey for some trivial tests of of the Envoy proxy. Several tests with ordinary curl commands work fine. No matter what I specify on the "hey" command line, it eventually times out after the default 20 seconds (I also find it curious that Ctrl-c doesn't do anything). If I simply curl to the same localhost url, it works fine.

I'm running this from behind a firewall, but I'm just trying to reach localhost. In any case, I've tried unsetting "http_proxy" or adding "localhost" to the "no_proxy" variable, but none of that makes any difference.

I'm running this on an Ubuntu VM.

What am I missing?
