Extract common components to ui package #288

It would be good to extract the core components to the ui package, so if we progress with the other bigger projects as separate applications we are able to keep the designs consistent, and reuse code so improvements apply everywhere.

The core components should probably include:

  • Button
  • Link
  • Alert
  • Spinner
  • Tooltip
  • Logo
  • LabelledInput
  • Form
  • Table
  • Navigation?
  • Footer?
