[secrets] The secret key needs to be shared between all instances #169

Since our current secret key is generated randomly over here https://github.com/pyronear/pyro-api/blob/master/src/app/config.py#L27, if we were to scale our architecture we would get a problem. All scaled instances of the API need to share the same secret key.
