Currently our Testing Equipment information (http://psu-epl.github.io/doc/equip/testing/Test-Equipment) is literally just a list.

Could use some basic explanation as to what the things are, a light overview on use, etc.

Pictures would be delightful here.

Please create empty SOP pages for all of the equipment, link to them here. Generate new issues on Github to make sure they get completed!
