Site generation issues

currently only GHA/site.yaml works to deploy the site.

Using pom in expected way with site listed in root fails to properly work. Attempted to add that same logic to all poms but that causes it to think they are entirely separate repos and overwrite the site pages effectively corrupting the site.

Therefore, for now, site must be done via GHA and release needs to drop back to deploy off the tag so the site is skipped.
