Version 26.1 compiles on Windows with errors #16742

Version: v26.1
Language: C++

operating system：Windows 11 Home Edition

compiler： Microsoft Visual Studio 2022

Steps to reproduce the behavior:

Go to 'cmake gui'

Click "Configure", "Generate", "Open Project"
In the Microsoft Visual Studio，click "Build"，“Generate solutions”
see errors: Error MSB3073 The command "setlocal . Error Location： “Microsoft.CppCommon.targets“ file in the project "save-installed-headers" on line 156.

DevinPotter2 added the untriaged label

shaod2 added windows 26.x and removed untriaged labels
