Update smart-record examples to set cache-size and max-size (new) based on start and duration parameters.

Need to update the scripts to explicitly set the cache-size and max-size (see #1264) before the Pipeline is started. This is to address #1263

Also want to NOT stop any recording in progress and let the smart-record-bin handle the EOS. This can be done with the workaround from #1265 has been implemented.
