warto dodać kody TERYT (http://eteryt.stat.gov.pl/eTeryt/rejestr_teryt/udostepnianie_danych/baza_teryt/uzytkownicy_indywidualni/wyszukiwanie/wyszukiwanie.aspx?contrast=default) żeby wykluczyć dublujące się nazwy powiatów

Również zgadzam się, że kody TERYT powinny być dodane, ewentualnie zamiast nich chociaż województwo, w którym dany powiat się znajduje.
